I checked the email and learned that my account is affected by the policies and regulations of a third-party country. Google requires verification of my developer identity, and separately requires verification of the identity information of a certain country and region + bank account information (including address proof, bank statement, water and electricity bills, etc.) ). After communicating with the Google developer customer service, we were given an appeal link entry to submit the certificate + bank information consistent with the account binding information. Since our account is registered and verified in country A, and Google requires verification of identity information and bank verification in country B, the following is the original reply from Google:
Upon checking, there is indeed a hold in your payments account due to the identity verification that we need to complete on your account.
Google uses this information to confirm that it’s you and protect you from fraud. This is also an important way to protect our partners against fraud.
And European and UK law require payments providers like Google to verify the identity of their customers in the European Economic Area and the UK and withhold payments to customers until they have completed the verification process. To comply with these regulations, you are required to complete all of the following steps to verify your account. Failure to provide the requested information will result in your disbursements and payments profile being suspended, preventing you from selling on Google.
Since we cannot provide real and valid information about country B for verification, Google will not lift the suspension of the developer account, and certain balances in the account will not be available.

According to feedback from multiple customers, the additional identity verification is required because some applications in the Google developer account involve business in policy-sensitive countries, which triggers the verification measures of the Google system and suspends payment. Google Play’s move is to comply with the global laws and regulations of each country. Therefore, when exploring business areas, please also be aware of relevant sensitive policies of relevant countries and regions.
Currently known: Google Play UK region, Google Play Singapore region, Google Play Germany region, and Google Play Brazil region may require a second two-factor verification, please pay attention to prevention and understanding.
