I think it is impossible for such an important policy to only target most countries while ignoring a small number of countries.
Since most developer users are from mainland China, even if they register for a Google developer account in Hong Kong, they cannot provide Hong Kong information for authentication. Maybe some friends will submit mainland China ID cards, passports, etc. to verify the identity verification of accounts in Hong Kong and the United States. But these are undoubtedly futile, and you will give up after testing. The information that can be accepted for Google Hong Kong identity verification must be a valid certificate issued by the Hong Kong Special Administrative Region government. Mainland identity documents cannot be used to verify Hong Kong accounts, including tax verification.
According to feedback from a few visitors, the google play account in mainland China also needs to verify their identity. It seems that after 2022, the account in mainland China will be the destination of most people. Even if it asks for identity verification or other questions, it can be handled calmly. Once the Google developer identity verification (Google real-name authentication) in overseas regions is successfully verified, the identity cannot be changed (the owner of the payment information will also not be able to change), and subsequent verification and bank billing address verification must be tied to the owner of the identity verification. Certainly. And the names must be the same, so ordinary users using developer accounts in mainland China is the way to the future. As long as the business is legal and compliant, the functions of the mainland account can also be used.
