This is Dunang. We received several similar cases a while ago. Play developers had their apps removed from the shelves by Google due to sensitive permission issues. After re-processing the app permissions, they submitted an appeal for review, but unfortunately there was still no response. The appeal was successful. The following is the original feedback from Google developers:
